Torpedoes are on the slow side, but reload quickly and do decent damage. On the other hand, she has good alpha damage and the guns have surprisingly good ballistics and after the recent buffs, the firing arcs are a lot less akward than before. HP is also somewhere in the middle of the pack. Gun DPM is alright, but nothing special (roughly on par with Vauquelin without reload booster). You need at least a 10 pint captain with Concealmnet Expert on her, imo, to make her workable in randoms. Concealment is amongst the worst at tier 7 and her maneuverability is awful (both remnants of the old days).
However, as others have already pointed out, she has been powercrept pretty hard. I got her soon after she appeared in the armory for coal and I like her very much.
